The Tomlinson Group is no stranger to Kingston. We’ve been part of this community for years, steadily growing our presence along the 401 corridor and proudly calling Kingston home to our second main office. With a strong local team, deep community roots, and continued investments in infrastructure and people, we’re here for the long haul.
Our latest milestone, taking responsibility for operations at the Loyalist Quarry in Odessa, is a testament to that commitment. It’s not a new beginning, but rather a continuation of our dedication to building for the future. As General Manager Jason Mountney puts it:
“Now that we have the stationary asphalt plant operational in the market, it means we can offer the full suite of services that we do in Ottawa along the 401 corridor – whether that’s environmental services, ready-mix concrete, asphalt, or construction services.”
Rooted in the Region, Growing with Purpose
Our journey in the region accelerated in 2018 with the acquisition of Don Hart Construction, a trusted name in road, excavation, and sewer/watermain contracting from Gananoque to Brighton. That same strategic move also brought us the Napanee Quarry, positioning us to strengthen our material supply and grow sustainably.
By 2020, we had initiated the process to establish a permanent asphalt plant beside the quarry. After rigorous planning and regulatory work—including zoning, technical studies, and environmental approvals—we received Ontario Land Tribunal approval in December 2023. The fully operational plant now produces 300 tonnes of asphalt per hour and supplies over 50 different commercial mixes to clients across Kingston, Belleville, and beyond.
Building Materials, and Building Community
The addition of our new Tomlinson Ready Mix Kingston plant, launched in Loyalist Township in 2023, further expands our capabilities. This facility was made possible through a strong partnership with local officials and represents the collaborative spirit we value so deeply.
We’re also proud to announce the purchase of the Loyalist Quarry, which we started operating in August 2025. Like our other facilities, this site will allow us to meet increasing customer demand and offer a secure, high-quality aggregate supply for both asphalt and concrete production.
Local Projects, Local Commitment
Our teams are busy delivering critical infrastructure improvements throughout the region, a few highlights include:
- Gardiners Road Reconstruction: Upgrading drainage, grading, electrical, and paving work over 2.5 km.
- Centennial Drive/Creekford Road: Ensuring continuous access to businesses while modernizing essential services.
- The PACMAN Project: A complex build including stormwater management, laydown areas, and over 5,000 metres of new sanitary and storm lines
- Kingston Mills Locks 46–49, Rideau Canal (UNESCO Site): Heritage rehabilitation with masonry salvage/replacement, new lock gates & sluices, precision concrete repairs, pressure grouting, custom gantry system, and full dewatering.
- Kingston Shoreline Pier: Site preparation complete, pier flattened, and sheet pile installation underway.
Giving Back, and Growing Together
Being part of Kingston means more than construction. We’re invested in its people. In summer 2024, we hosted our second annual Show & Shine Charity Car Show, raising over $5,200 for the Boys and Girls Club Southeast. We were also proud to help close the gap on their 2025 Send a Kid to Camp goal with a $6,000 donation—helping make camp possible for 600 local kids to enjoy a summer full of fun, friendship, and lasting memories. And we kept the momentum going this past August at the Tamark Teddy Bear Party, where our Touch-a-Truck event brought big equipment and big smiles while supporting another great cause.
These efforts are just the beginning—we’re committed to supporting local causes, events, and community initiatives wherever we can.
